DRAFT REPORT
On Tuesday, September 6, 2022, from 1:00 to 3:00 pm, the Steering Committee heard a presentation from the consultants, Development Strategies, on a draft of the Housing Market Analysis report. The draft report will also appear as a work session discussion item on the Manhattan Urban Area Planning Board agenda for their Thursday, September 8, 2022 meeting starting at 7:00 pm in the Commission room at City Hall, 1101 Poyntz Ave., Manhattan, KS 66502. The draft report will then come before the City Commission at their scheduled work session on Tuesday, September 27, 2022.

HMA Introduction
WHAT IS THE HOUSING MARKET ANALYSIS?
The Housing Market Analysis is a year-long project led by the Community Development Department with help from our consultants Development Strategies and is a multi-stage project.
- Previous housing information is reviewed, and current housing conditions and needs are studied.
- This data informs strategies to address the identified needs.
- The strategies are presented to City Departments and City Commission to be considered as policies to meet the housing market needs.
WHY DO WE NEED THE HOUSING MARKET ANALYSIS?
Obviously, housing is an important aspect of life and community development. It affects many aspects of Manhattan - our economy, our quality of life, and the well-being of our families and neighbors.
A challenge is that housing conditions are constantly changing which requires them to be understood to best meet the community’s needs. So, it isn't uncommon for studies to be frequently conducted.
The last time the City of Manhattan completed a housing study was in 2000, and a lot has changed since then.
Additionally, in 2020, Manhattan voters supported a ballot measure providing sales tax funding to support “workforce housing” initiatives, starting in 2023. The Housing Market Analysis will provide structure to these workforce housing initiatives. Finally, the Housing Market Analysis is an initiative of CrossroadsMHK, the City's Strategic Plan and works toward completion of Goal 4.
WHAT ARE THE GOALS OF THE HOUSING MARKET ANALYSIS?
The Housing Market Analysis will:
- Study Manhattan’s housing market, housing stock, and housing needs in detail.
- Complete a community-wide review of data (previous and current) and conditions on-the-ground.
- Engage the community in dialogue about their housing experiences, desired strategies, and their priorities for the future.
- Utilize a Steering Committee to listen to and provide feedback to City staff, Development Strategies, and the City Commission as it pertains to the Housing Market Analysis.
- Create strategies to shape specific policies, programs, and projects that address Manhattan’s housing needs.

The Housing Market Analysis is year-long process, so there will be plenty of opportunities for community members to participate.

WHO IS ON THE STEERING COMMITTEE?
On August 17, 2021, the Manhattan City Commission approved the formation of a citizen steering committee to lead the Housing Market Analysis. The seventeen-member committee will utilize their diverse perspectives and housing-related expertise to assist the City and Development Strategies, Inc. in generating projects and policies to be included in a final recommendation for the City Commission.

Definitions to Know
“AMI”
AMI stands for Area Median Income. This is the midpoint of a region's income distribution, meaning that half of households in a region earn more than the median and half earn less than the median. A household's income is calculated by its gross income, which is the total income received before taxes and other payroll deductions.
"Housing start"
The number of new houses begun during a particular period, used as an indicator of economic conditions.
"Housing stock"
The total number of houses and apartments in an area.
“Suitable housing”
Suitable housing is an umbrella term reflecting the many aspects of a home that make it a good fit for a household in Manhattan. Suitable housing is appropriate in:
- Size (Number of bedrooms, square footage)
- Type (Detached home, townhome, apartment)
- Quality (Healthy, safe, in good condition)
- Affordability (Within the price range of the household income)
- Tenure (Rental, for-sale)
- Location (Near employment, school, services, etc.)
- Safety (Not prime for criminal activity, easily accessed by walking, biking, car, etc.)
